Raleigh Police Release Preliminary Report on Officer-Involved Shooting on Rock Quarry Road

The Raleigh Police Department has recently released a preliminary report detailing an officer-involved shooting that took place late Saturday night on Rock Quarry Road. The incident occurred following a 911 call reporting shots fired in the vicinity of Vardaman Street and Hightower Street, near Rock Quarry Road.

Police Response

Upon receiving the 911 call, Raleigh Officers M.L. Berg and B.W. Keaton were dispatched to the scene to investigate. Despite finding no evidence of a shooting on Vardaman or Hightower streets, Officer Berg proceeded to the 800 block of Rock Quarry Road to continue searching the area.

At 10:50 p.m., while conducting an investigative detention of an individual in a parking lot on Rock Quarry Road, Officer Berg heard multiple shots fired from the opposite end of the parking lot. He immediately notified the police radio of the situation and proceeded towards the source of the gunfire.

Confrontation

As Officer Berg approached the area, he encountered a man wearing dark clothing and holding what appeared to be a firearm. The man, later identified as Ranses Vacramontes Vargas, did not comply with Officer Berg’s commands to drop the weapon and surrender.

Despite repeated orders from Officer Berg, Vargas continued to walk away towards a parked red pickup truck. Officer Berg followed Vargas and as he attempted to position himself behind the truck, Officer Berg discharged his firearm, injuring Vargas and an occupant inside the truck.

Additional Victims

During the incident, two additional shooting victims, Mirna Alvarez Robles and Esther Ramirez Torres, were discovered. It was later revealed that Vargas had shot both victims before being apprehended by Officer Berg.

The report indicated that Vargas and Torres were in a domestic relationship, and Torres was fearful that Vargas intended to harm her. A firearm was recovered from the scene, along with additional ammunition found in Vargas’ possession.

Legal Proceedings

Following the incident, Officer Berg was placed on administrative leave as per departmental policy. The State Bureau of Investigation is currently conducting a criminal investigation into the matter, with the findings to be presented to the Wake County District Attorney’s Office for review.

Arrest warrants have been issued for Vargas on charges of assault with a deadly weapon with intent to kill inflicting serious injury.
