Delhi Police recently made a significant breakthrough by arresting an alleged member of a Lashkar-e-Taiba module operating in Jammu and Kashmir’s Kupwara district. The accused, identified as Riyaz Ahmad Rather, a retired army personnel, played a crucial role in facilitating the transportation of arms and ammunition from across the Line of Control (LoC). This arrest marks a significant milestone in the ongoing efforts to combat terrorism in the region.

The arrest took place on February 6 when Riyaz Ahmad Rather was apprehended at the New Delhi Railway Station. Acting on credible intelligence received from investigating agencies in Jammu and Kashmir, the Delhi Police swiftly deployed a team to intercept and detain the suspect. Riyaz Ahmad Rather, a resident of Kupwara district, was found to be involved in a conspiracy alongside Khursheed Ahmad Rather and Ghulam Sarwar Rather. Their objective was to receive arms and ammunition from terrorist handlers operating across the LoC.

The investigating agencies in Jammu and Kashmir had alerted Delhi Police about Riyaz Ahmad Rather’s involvement in a recent terror module case. This case resulted in the arrest of five individuals and the recovery of incriminating materials, including five AK rifles (short), five AK magazines, and 16 short AK rounds. The arms and ammunition were sent by LeT terrorist handlers Manzoor Ahmad Sheikh alias Shakoor and Qazi Mohammad Khushal, both residents of Pakistan-occupied-Kashmir (PoK).

Delhi Police received information that Riyaz Ahmad Rather was on the run and would attempt to reach the New Delhi Railway Station during the early hours. Consequently, a dedicated team was stationed at the railway station to apprehend the suspect. Riyaz Ahmad Rather was identified and detained as he tried to escape through exit gate number 1. His capture was a crucial victory in the fight against terrorism.

Further investigations revealed that Riyaz Ahmad Rather, accompanied by his friend Altaf, had boarded the Mahakaushal Express from Jabalpur and arrived at Hazarat Nizamuddin railway station around 3 pm on Saturday. From there, they took an auto-rickshaw to New Delhi Railway Station. It is suspected that Riyaz Ahmad Rather intended to go into hiding at another location.

The authorities suspect that Riyaz Ahmad Rather received a consignment of arms and ammunition from Khursheed Ahmad Rather and Ghulam Sarwar Rather, who had already been arrested by the Jammu and Kashmir Police. Both Riyaz Ahmad Rather and his friend Altaf retired from the Indian Army on January 31, 2023, adding another layer of complexity to the investigation.

During the arrest, one mobile phone and one SIM card were recovered from Riyaz Ahmad Rather’s possession. The police have taken appropriate legal action against him under relevant sections of the law, and the Jammu and Kashmir Police officials have been duly informed for necessary follow-up measures.

This successful operation demonstrates the commitment and effectiveness of the Delhi Police in ensuring the safety and security of the nation. By apprehending Riyaz Ahmad Rather, a key member of the Lashkar-e-Taiba module, the authorities have dealt a significant blow to the network’s operations in the region. The arrest serves as a reminder of the ongoing threat posed by terrorist organizations and highlights the importance of continuous and coordinated efforts to combat terrorism effectively.
