Shockingly, 74% of the properties were found to be suspected of occupying government land without approval, and 90% appeared to have unauthorised structures. As part of the investigation, checks were made to determine whether the owners had applied for or been granted permission by the authorities for the alterations. The owners were also given an opportunity to explain their actions. Several properties seemed to have added basements, while many had extended their gardens onto government-owned slopes. It is crucial for the authorities to follow up on these findings. Chief Executive John Lee Ka-chiu responded to the investigation by promising to crack down on illegal structures, with a focus on those posing the biggest safety risks.

Systemic Changes Needed to Address the Issue

Following the Redhill Peninsula incident, officials began targeting luxury coastal estates. They have affirmed that investigations will continue, and appropriate action will be taken. However, there is also a pressing need for systemic changes to address this ongoing issue. Amendments to the Buildings Ordinance are expected later this year. Wealthy property owners have been able to take advantage of lax enforcement and insufficient penalties. The potential profits from enhancing their homes greatly outweigh the perceived risks. It is imperative to tighten building laws, streamline the prosecution system, increase penalties, and implement measures to prevent owners from bypassing the rules. A much greater deterrent is required. Furthermore, the role played by some members of the construction industry in developing these structures and advising owners on how to evade consequences also deserves attention and scrutiny.
