In a shocking incident that occurred earlier this week, a 34-year-old man with a lengthy criminal history, Jeffery Thomas Fossum, has been accused of sexually assaulting a woman inside Minneapolis City Hall. The Hennepin County Attorney’s Office has charged Fossum with two felony counts of fifth-degree criminal sexual conduct in connection to the reported assault on Monday.

According to the criminal complaint, Minneapolis police were dispatched to City Hall, located at 350 Fifth St. S., where they met with the victim. She revealed that she was assaulted inside a bathroom while washing her hands. The victim explained that she was approached from behind and inappropriately grabbed by the suspect. As she started screaming, the assailant ordered her to be quiet and even attempted to block her exit from the bathroom. Fortunately, she managed to push him aside and escape into the hallway.

The victim wasted no time in reporting the incident to nearby witnesses, who promptly called the police. However, by the time the officers arrived at the scene, the suspect had already fled. Surveillance footage obtained by the police later confirmed the suspect’s identity as Fossum, placing him in the same vicinity as the bathroom during the time of the assault. Notably, Fossum had a mug shot taken last year in connection to another criminal sexual conduct case.

Officers were able to locate Fossum and apprehend him. His prior criminal history includes charges of fifth-degree criminal sexual conduct, threats of violence, damage to property, violating an order for protection, and stalking. Jail records from Hennepin County indicate that Fossum was released on the criminal sexual conduct charge in mid-December 2023. If convicted, he could face up to seven years in prison.

In response to this distressing incident, a city spokesperson has announced the implementation of additional security measures at City Hall. These measures are aimed at ensuring the safety and well-being of all individuals visiting or working in the building.
