Rio Linda Law Enforcement Responds to Trespassing Incident Escalating into Carjacking

On Wednesday, January 24, 2024, at approximately 11 AM, law enforcement deputies in Rio Linda, a suburb in Sacramento County, were called to the area near 18th Street and Elkhorn Boulevard following reports of trespassing. However, what initially seemed like a routine incident quickly spiraled into a more serious situation involving a violent carjacking.

While attending to the initial trespassing call, a deputy was alerted to a separate incident just a few houses away. This incident involved an altercation between a 23-year-old male, later identified as Brenden Waterman, and an adult female. Waterman assaulted the woman and attempted to use a screwdriver as a weapon in an effort to steal her vehicle. Shockingly, his violent attempts also included forcefully trying to coerce the victim into the vehicle. Fortunately, the victim managed to break free, but Waterman fled the scene in her car.

As the deputy stepped out of his patrol vehicle to assist the victim, Waterman reappeared in the stolen vehicle and drove directly towards the deputy. In a split-second decision to protect himself and others, the deputy discharged one round towards the approaching vehicle before quickly seeking safety. Following this encounter, Waterman led the pursuing deputies on a brief chase, which ultimately ended when he lost control of the stolen car, colliding with the center median and crashing into another innocent motorist’s vehicle.

After the collision, Waterman abandoned the stolen vehicle and made a desperate attempt to escape on foot. He sought refuge in a residence situated on the 6800 block of 18th Street. The lone occupant of the house promptly evacuated, enabling law enforcement deputies to establish a perimeter around the property. Remarkably, both the carjacking victim and the civilian involved in the crash sustained only minor injuries and did not require hospitalization.

Recognizing the gravity of the situation, multiple law enforcement units were deployed to the scene. These included the Special Enforcement Detail (SED), Critical Incident Negotiations Team (CINT), K9 unit, and other assets from the sheriff’s department. Despite their concerted efforts, deputies faced challenges in establishing communication or dialogue with Waterman for several hours.

Finally, after an extended period, Waterman emerged from the residence, brandishing a handgun. In response, deputies swiftly employed less-lethal shotgun rounds and a Sheriff’s K9 unit to apprehend him without any further incidents. Although Waterman sustained minor injuries from the K9 bite and the previous vehicle collision, he was subsequently taken to a hospital for precautionary measures.

Waterman now faces a multitude of felony charges, including Carjacking (PC 215), Assault with a Deadly Weapon (PC 245(a)(1)), Attempted Murder (PC 664/187), First Degree Robbery (PC 212.5(a)), and other firearms-related offenses. Given the severity of the charges, he is currently ineligible for bail and is scheduled to appear in court on February 1, 2024.

The investigation into this incident remains ongoing and will be conducted by the Sheriff’s Homicide Bureau and Professional Standards Division, adhering to standard procedures for any officer-involved shooting within the Sheriff’s Department’s jurisdiction. Additionally, the Sacramento County District Attorney’s Office will conduct an independent review of the incident. In accordance with Sheriff’s Office policies and procedures, the deputy involved in the shooting will be placed on administrative leave pending the outcome of the investigation.
