The body camera footage capturing the incident has sparked outrage among community members, who are now calling for a change in the leadership of the Homestead Police Department.

During the meeting, residents expressed their dissatisfaction with the excessive force displayed in the October 17, 2022 arrest, which was captured on bodycam video. They urged the council members to take a different approach in handling such situations in the future.

One resident stated, “We are here to say that there is a need for change in the leadership of the City of Homestead Police Department.” Tania Gonzalez, the director of the nonprofit organization Savage Combat, also addressed the matter, emphasizing the community’s desire for a police department that can effectively protect and represent its residents. She stated, “We all want the same thing, which is the best police department that can properly protect and represent our community, and the only way we are going to get it is to disrupt what we have going on because it’s not working.”

The release of the bodycam footage by the Homestead Police Department has intensified community outrage. The video shows Mateo Agosto being punched, pepper-sprayed, and shocked with a Taser as officers attempted to apprehend him. However, despite the disturbing visuals, the Miami-Dade State Attorney’s Office decided not to pursue charges against the involved police officers. In a statement, the state attorney’s office justified its decision, acknowledging Agosto’s non-compliance with police commands, resistance during the arrest, and application of pressure to Officer Lago’s fingers.

Homestead Police explained that they have consistently informed people that the area where the incident occurred is private property and not suitable for loitering. The department stands by the state attorney’s decision and asserts that the case was promptly referred to the state attorney’s office by the police chief.

Captain Fernando Morales of the Homestead Police Department emphasized that they have enhanced their training efforts following the arrest, not because they believed they acted wrongly, but to address the growing trust deficit between police departments and communities. Morales stated, “Some of these edited videos come out, and the truth isn’t laid out like we’re doing now. Part of building that trust is opening up the case and discussing it in an open forum.”

Tania Gonzalez, who previously commented on the bodycam footage, reiterated her belief that the police displayed excessive force. She hopes that this incident will serve as a catalyst for positive change within the department and help rebuild public trust. Gonzalez expressed her desire to work collaboratively with the department and city council to implement necessary changes and make Homestead a safer place.

Captain Morales firmly supports his police chief and the decisions made. Both sides express their hope for future reconciliation and the restoration of trust between the community and the police department.
