According to police, the investigation revealed that Yuan was walking in the wrong direction, westbound in the eastbound lanes of Northeast Sandy Boulevard, when the tragic incident took place. Authorities have determined that the driver involved was not exceeding the speed limit, under the influence of any substances, or engaging in reckless driving at the time.
