James Hughes, a 23-year-old resident of Waterbury, rented a 2020 Honda Civic in January from an unlicensed car rental business situated in Waterbury, Naugatuck police reported.

Dispute Over Non-Payment and Non-Return of Rental Car

The rented Honda Civic became the focal point of a dispute when the owner of the car rental business, identified as Salvador Williams, a 38-year-old resident of Cheshire, reported non-payment and non-return of the vehicle to Naugatuck police.

Pursuit Through Waterbury and Torrington

Williams, accompanied by Jasmine Vargas, aged 35, and Nicky Grav, aged 18, pursued the Honda in a BMW through the streets of Waterbury and onto Route 8 North, eventually reaching Torrington, as stated by Naugatuck police.

Confrontation Involving a Firearm

Subsequently, a “confrontation” allegedly involving a firearm occurred in Torrington, prompting a swift response from the Torrington Police Department, Naugatuck police disclosed.

Continuing their pursuit, both vehicles traveled south on Route 8 until Connecticut State Police Troop B intercepted the Honda. However, the BMW persisted in chasing the Honda until both cars reached the Naugatuck Police Department, where yet another confrontation unfolded, Naugatuck police revealed.

Upon arriving at the Naugatuck Police Department headquarters, James Hughes claimed he had been “carjacked” and alleged that the suspects had fired shots at him. However, Naugatuck police investigators discovered inconsistencies in his account of the confrontation.

Connecticut State Police Troop B issued Hughes a misdemeanor summons for motor vehicle and criminal charges related to the pursuit on Route 8.
