Wisconsin Police Officer Charged with Felony Child Abuse After Allegedly Beating and Choking 7-Year-Old Girl

A police officer from the Milwaukee Police Department (MPD) in Wisconsin is facing serious charges of felony child abuse after allegedly beating and choking a 7-year-old girl, according to court documents and local media reports. The accused officer, Frank Williams, 30 years old, has been charged with one count of felony physical abuse of a child and one count of felony strangulation and suffocation.

The criminal complaint, shared by local station WISN, revealed that on January 18, the MPD released a statement announcing the arrest of an officer as a suspect in a child abuse case. The officer is currently on full suspension pending further investigation. The identity of the victim, who is a relative of Williams, has not been released to the public. As of Saturday night, the condition of the victim remains unknown.

Newsweek reached out via email on Saturday to the MPD for comment and an update on the case. At the time of publication, it remains unclear if Williams has retained an attorney who could speak on his behalf.

According to the criminal complaint, on January 17, MPD Sergeant Zachery Thoms responded to the emergency room at the Milwaukee campus of Children’s Wisconsin for a report of child abuse. During the investigation, Thoms observed several bruises on the victim’s thigh and arm.

During the interview with Sergeant Thoms, the 7-year-old girl disclosed that Williams had “whooped” her with a thick belt the previous day because she was supposed to be taking a nap. The court documents further allege that after hitting her with the belt, Williams proceeded to choke her by putting his hands around her throat. The young girl reported that she was unable to breathe during the incident and revealed that this was not the first time Williams had choked her.

According to the Milwaukee Journal Sentinel, the girl stated that Williams told her to stop talking back, prompting her to run into the hallway to escape. She mentioned that a woman and a 4-year-old boy witnessed the encounter. The woman allegedly instructed the girl to “stop moving,” and after Williams continued the assault, she told him, “That’s enough.” The court documents state that the girl also reported Williams then started to strike the 4-year-old boy with the belt, causing the boy to cry.

The circumstances surrounding how the girl ended up in the hospital and whether the boy sustained any injuries remain unclear. The criminal complaint did not disclose the identity of the woman mentioned by the victim during her police interview.

The Milwaukee County District Attorney’s Office has filed formal charges against Williams. The Milwaukee County Sheriff’s Office confirmed that Williams was released from custody on Saturday morning.

Williams joined the MPD as a recruit in 2016, as reported by local station WITI.
