Philadelphia Police: Man Killed After Being Struck by Gunfire During Standoff in Oxford Circle Neighborhood

Philadelphia Police have reported that Lawrence Packard, a 73-year-old resident of Jekintown, tragically lost his life after being hit by gunfire from Philadelphia Police during a standoff that took place in the early hours of Wednesday morning in the Oxford Circle neighborhood.

Incident Details

The incident unfolded when authorities received a call at approximately 4:56 a.m. on Wednesday, reporting a possible vehicle crash in the 7800 block of East Roosevelt Boulevard. Upon arrival, officers did not find any signs of a crash but noticed a truck parked on Borbeck Avenue with its horn continuously blaring.

One of the officers approached the truck and engaged in a conversation with the individual behind the wheel, later identified as Lawrence Packard. After assessing the situation, the officer determined that no immediate assistance was required. However, as the officer was leaving the area, two gunshots were heard originating from the direction of the truck, prompting the officer to return and reassess the situation.

Standoff and Fatal Exchange of Fire

Upon reapproaching the truck, the officer discovered that Packard was holding a firearm, leading the officer to call for backup. Responding officers swiftly declared a barricade, established a perimeter, and requested the assistance of the SWAT team.

During the standoff, Packard continued to fire shots in the direction of the officers from within the confines of the truck, according to the police department’s statement. The situation escalated when SWAT Lt. William Schmid and SWAT Officer Patrick Saba arrived at the scene, as Packard targeted them with gunshots.

In response to this imminent threat, Schmid and Saba returned fire, ultimately resulting in Packard being fatally wounded. Fortunately, no officers sustained injuries during the exchange of gunfire.

Officer Background and Investigation

Schmid, a 42-year-old veteran with 21 years of experience, is assigned to the SWAT team. Saba, a 38-year-old officer with 17 years of service, is also a member of the SWAT team. As per standard protocol, both officers have been placed on administrative duty pending the completion of internal affairs and officer-involved shooting investigations.

Although the initial responding officer’s body-worn camera was activated during the incident, it did not capture the actual shooting itself, according to the police department.

This unfortunate incident highlights the inherent dangers law enforcement officers face daily while diligently protecting their communities.
