Parliamentary Committee Raises Concerns Over PUCSL’s Failure to Digitalize System
A Parliamentary Committee has expressed concerns over the Public Utilities Commission of Sri Lanka’s (PUCSL) lack of action in digitalizing the system, suggesting that it has allowed the formation of a mafia within the organization.
These concerns came to light during a recent review of the PUCSL’s Annual Report for 2020 by the Committee. Members of the Committee questioned why the PUCSL and the Ceylon Electricity Board (CEB) have not made significant progress in digitalizing the system, despite Parliament’s request for a dispatch audit and accurate data.

The Committee emphasized the need to minimize human intervention and criticized the PUCSL for failing to implement directives from Parliament, describing it as a disrespect to the governing body. Members of the Committee argued that such a mafia-like presence puts an unnecessary burden on consumers and called for PUCSL officials to take a stronger stance in rectifying the situation.
The issue was extensively discussed during a recent meeting of the Sectoral Oversight Committee on National Economic and Physical Plans. Chaired by Parliamentarian Mahinanda Aluthgamage, the meeting aimed to review five Annual Reports.
