Man Identified in Portland Apartment Shooting Incident

A man who was shot and killed by police after allegedly firing gunshots inside a downtown Portland apartment has been identified as 31-year-old Matthew Holland. The incident occurred on Sunday and authorities announced his identity on Tuesday. According to the medical examiner, Holland died from a gunshot wound.

Shots Fired in Downtown Portland Apartment

The incident took place at the Portland Astoria on SW Columbia Street, where officers were called around 12:30 a.m. on Sunday. Residents reported hearing gunshots coming from the eighth floor of the building. In response, both the Special Emergency Reaction Team and Crisis Negotiation Team were dispatched to the scene. Residents were advised to shelter in place as the situation unfolded over the course of four hours. Some residents were eventually evacuated.

Police Respond to the Scene

Upon arriving at the scene, police discovered bullet strikes in the hallway and heard yelling coming from inside one of the apartments. This raised concerns that someone may be inside with the suspect, later identified as Matthew Holland. A neighbor also reported that bullets had pierced their wall.

Officer Shoots and Kills Suspect

After attempts to communicate with Holland went unanswered, an officer made the decision to shoot him. Despite efforts to save his life, Holland succumbed to his injuries. No officers were injured during the incident. An AR-15-style rifle was found next to Holland.

Investigation and Review Process

The Portland Police Bureau (PPB) and the Multnomah County District Attorney’s Office are currently conducting an investigation into the incident. The district attorney will determine if the case should be presented to a grand jury. As part of the use of force review process, PPB will also conduct an internal review of the incident, including the initial response, requested resources, tactics, and post-shooting actions. The case will also be reviewed by the Police Review Board, which consists of community members, PPB members, and members from the Independent Police Review Division.
