During a recent school board meeting, Ashley Chohlis, the superintendent of the Uvalde Consolidated Independent School District, announced the upcoming release of the Department of Justice’s report. Chohlis also mentioned that the district will provide counselors for students and staff to help them cope with the findings of the report.

The news of the report release was also communicated to Uvalde County District Attorney Christina Mitchell by Justice Department officials. Mitchell expressed her surprise at the news being leaked, as the DOJ had intended to keep the matter confidential. She also revealed that there has been limited coordination between her office and the Department of Justice regarding their respective investigations.

The Robb Elementary School shooting took place on May 24, 2022, when Salvador Ramos, an 18-year-old high school dropout, went on a rampage. He shot his grandmother, stole her pickup truck, and crashed it near the school before entering the premises armed with an AR-15-style rifle. Ramos proceeded to enter a fourth-grade classroom and opened fire, killing 19 students and two teachers.

The shooting prompted a massive response from law enforcement agencies, with nearly 400 officers arriving at the scene. However, they did not enter the classroom where the shooter was located for over 70 minutes. Eventually, a team of officers, including members of the Border Patrol’s tactical unit, confronted and killed Ramos.

In the aftermath of the tragedy, Attorney General Merrick Garland initiated a federal investigation into the incident. The Department of Justice’s Uvalde investigators, including experienced law enforcement officials from previous mass shooting cases, have been examining various aspects of the incident. They have been reviewing police policies, training, communications, deployment, incident command, and tactics. The investigators have also interviewed numerous individuals, including officers, emergency personnel, school officials, victims’ families, and witnesses.

It is important to note that the Department of Justice’s review is focused on analyzing policies and procedures rather than conducting a criminal or civil investigation. Their goal is to provide an independent account of law enforcement actions and responses, identify lessons learned, and offer recommendations for enhancing community safety during active shooter events.

District Attorney Christina Mitchell, who is conducting a separate criminal investigation into the shooting and the police response, expressed her desire for a more detailed and timely notice from the DOJ regarding the report’s release. Mitchell has requested an in-person meeting with Attorney General Garland before the scheduled press conference on Thursday.

The findings of the Department of Justice’s report will shed light on the incident and provide valuable insights into improving emergency management, active shooter response, and school safety. While the report will not focus on individual criminal responsibility, it aims to facilitate a comprehensive understanding of the incident and its aftermath.

The Uvalde community eagerly awaits the release of the report and hopes that it will contribute to preventing similar tragedies in the future..
