Maggie Oliver, a former detective who resigned from the Greater Manchester Police to expose grooming gangs, revealed that Victoria’s letter was included in a police report that was never acted upon. Oliver wrote the report, which featured Victoria’s picture and her letter, as part of Operation Augusta, an investigation into the Rochdale child abuse ring. However, the investigation was quietly shelved by police bosses while Oliver was on a break. It wasn’t until eight years later that the perpetrators behind the abuse were brought to justice.

The report also highlights the case of Child 44, a teenage girl who had an abortion after being abused at the age of 13 in 2009. It was revealed that the Greater Manchester Police secretly took the fetus and performed a DNA test on it to try and identify possible suspects. However, when no matches were found, the fetus was left in a freezer at Rochdale police station and was only discovered during a routine property review. The girl only found out in 2011 that her fetus had been taken by the police, and she expressed her disgust at the violation of her consent.

The report acknowledges that lessons were not learned from Victoria’s death or from Operation Augusta, as only two out of nearly 100 suspects were jailed. The report also reveals that abuse is still happening in Rochdale, with 96 men identified as potential risks to children. It calls for action to be taken to protect vulnerable children and hold the perpetrators accountable.

The publication of this damning report has sparked calls from whistleblowers who claim that grooming is still taking place in Rochdale. The report’s findings have led to apologies from Greater Manchester Mayor Andy Burnham, Greater Manchester Police, and Rochdale Council. It is hoped that these apologies will lead to a renewed commitment to protecting children from grooming gangs and ensuring that justice is served for the victims who have suffered unimaginable horrors..
