The Minnesota Bureau of Criminal Apprehension Identifies Man Shot by Officer in St. Paul Incident
The Minnesota Bureau of Criminal Apprehension (BCA) has recently revealed the identity of the individual who was shot by a police officer during an incident in St. Paul on Saturday.

According to previous reports, law enforcement officers were dispatched to an apartment in the 400 block of Thomas Avenue shortly after midnight following reports of a man physically and sexually assaulting a woman. The caller also mentioned that the man was armed.
The BCA has now identified the man as Brett Kohl Fraser, a 31-year-old resident of St. Paul.
Based on the initial investigation, officers approached the apartment, knocked on the door, and identified themselves. Subsequently, the woman was able to safely exit the premises.
As per the BCA, Fraser was instructed to leave the apartment. However, instead of complying, he ran out into a small hallway where the police officers were positioned.

During the encounter, Officer Josh Needham fired three shots at Fraser, hitting him in the arm. The officers provided immediate medical attention until an ambulance arrived to transport him to the hospital for further treatment.
Officer Needham, who possesses 11 years of law enforcement experience, has been placed on standard administrative leave following the incident.
After being discharged from the hospital, Fraser was taken into custody by authorities.
Upon examining the crime scene, investigators discovered a replica handgun inside a backpack within the apartment. However, it remains unclear who the owner of the replica firearm is.
BCA agents are currently reviewing the body camera footage worn by the officers involved in the incident as they actively pursue their investigation.
Once the investigation concludes, the BCA will present its findings to the Ramsey County Attorney’s Office for review, without making a charging recommendation.

Immediate medical assistance was provided by the officers until medical professionals arrived to transport Fraser to the hospital for treatment.
Officer Needham, an experienced law enforcement professional with 11 years of service, has been placed on standard administrative leave, which is customary in such incidents.
Following his release from the hospital, Fraser was immediately taken into custody by authorities.
Further investigation at the crime scene revealed the presence of a replica handgun concealed inside a backpack within the apartment. However, the ownership of the replica firearm remains unknown at present.
