Rockford Police Department Releases Body Camera Footage of Fatal Shooting

The Rockford Police Department recently made public the body camera footage of a tragic incident involving one of their officers. On December 24, 2023, Rockford Police Officer Michael Rhein fatally shot Patrick R. Kirby in an apartment located in the 1300 block of Charles St.

The body camera footage captured by Rhein reveals the sequence of events leading up to the shooting. Prior to the incident, a concerned 911 caller reported hearing disturbing statements, such as “help me” and “kill me,” coming from Kirby’s apartment through the vents.

In the video, Officer Rhein is seen outside the apartment along with another police officer, responding to the distress call. Rhein repeatedly knocks on the door, calling out Kirby’s name in an attempt to make contact.

Officer Rhein can be heard in the footage reassuring Kirby, saying, “Patrick, it’s the police. We’re just checking on you.” The newly released video shows Rhein opening the door and addressing Kirby once again, asking if he is alright.

To the officer’s surprise, Kirby emerges from the doorway brandishing both a knife and a box cutter. Officer Rhein immediately instructs Kirby to put down the weapons and cease his approach. Despite the repeated warnings, Kirby continues to advance towards the officers.

In a desperate attempt to protect themselves, Officer Rhein shouts “don’t” and fires three rounds at Kirby, striking him in the chest. Following the shooting, the officers provided immediate medical attention to Kirby, but unfortunately, he succumbed to his injuries.

The Winnebago Boone Integrity Task Force has taken charge of the investigation into the incident. They are diligently examining all aspects of the case to ensure a thorough and impartial inquiry.
