Man Arrested in Lehman Township Pleads Guilty to Similar Charges in New York

LEHMAN TOWNSHIP, LUZERNE COUNTY (WBRE/WYOU) — A man is facing charges of impersonating a police officer in Lehman Township.

Police arrested 46-year-old Paul Dolan just days before Christmas.

According to officers, Dolan was arrested after receiving a complaint from a woman who was approached by him after she experienced a flat tire on Old Route 115 near Church Road in Lehman Township.

Dolan claimed to be a police officer and falsely stated that he had served in the military overseas. However, upon investigation, it was revealed that none of his claims were true.

Recently, a couple came forward claiming they had an unusual encounter with Dolan weeks before his arrest.

Dolan was arrested on December 23 for impersonating a police officer on Old Route 115 near Church Road in Lehman Township.

The Lehman Township Police Department’s Facebook page published a post, including Dolan’s identity and his vehicle, to alert the public.

Residents of Kingston recognized Dolan from the Facebook post, as they had encountered him six weeks prior. Chelsea Brown, a Kingston resident, recalled the incident, saying, “As soon as we saw the picture, we knew exactly where we recognized him from.”

According to Brown, she and her partner Robert were walking their dog on Zerby Avenue in Kingston when they noticed Dolan behaving unusually near a local bar. They suspected he was under the influence of something.

Dolan was on the phone when he made eye contact with Brown and Robert across the street. He approached them, claiming there was a dangerous person on the loose and ordered them to go back into their houses. Brown requested to see Dolan’s badge, but he refused and continued to threaten them.

While the couple did not report the incident at the time, they now realize the seriousness of the situation. Brown said, “The fact that anybody can just walk around impersonating a cop, especially for years on end, is scary.”

Following his arrest, a search warrant was issued for Dolan’s vehicle. Investigators discovered stolen police gear, drugs, and several weapons inside.

Further investigation revealed that Dolan had previously pled guilty to felony criminal impersonation in 2004 in Nassau County, New York.

Dolan now faces charges of impersonating a public servant, driving without a license, theft, drug and weapon charges, and receiving stolen property. He is currently awaiting trial.
