Milwaukee County prosecutors have decided to drop the charges against one of the three individuals who were initially arrested in connection with a theft incident at Kohl’s in Bayshore. The theft led to a high-speed police chase.

Velicity McBride, 19, had been charged with felony retail theft. However, according to court records, her case was dismissed on Thursday, January 4th.

In December, Lilcherry Gallion, 29, pleaded guilty to misdemeanor retail theft and was sentenced to one year of probation. The third person involved in the incident, Robert Hill, 27, is scheduled to appear in court in February. Hill is facing charges of fleeing from the police and other related crimes.

The theft and subsequent chase took place on August 8, 2023. According to the criminal complaint, a Kohl’s loss prevention associate reported that the suspects were indiscriminately filling their carts with merchandise, disregarding sizes and prices. The associate also mentioned that the individuals arrived in an SUV, which was parked outside, seemingly waiting for them.

Upon inspection, the police discovered that the suspects had stolen merchandise worth over $2,300. An officer activated his squad car’s lights and approached the SUV to block its escape. However, the driver, later identified as Robert Hill, reversed the vehicle and rammed into two police cars before speeding away, prompting a high-speed chase.

Police Chase Ends Near Port Washington and Hampton, Glendale

During the pursuit, Hill drove recklessly through the Bayshore parking area, ultimately colliding with another car. The driver of the other vehicle sustained injuries, including neck and shoulder pain, and was taken to the hospital with three broken ribs.

The chase continued south on Port Washington Road, with Hill driving in the wrong lanes of traffic for approximately a quarter mile. The SUV’s tires were deflated as a result of the chase, and it eventually veered off the road into a construction site on Hampton Avenue. Hill abandoned the vehicle and attempted to flee on foot but was apprehended shortly thereafter.

Police reported that the pursuit covered a distance of 1.71 miles and reached speeds of approximately 89 mph.

During the subsequent interviews with the three suspects, Gallion admitted to stealing from Kohl’s, stating that she intended to sell the stolen clothing to cover her rent expenses. McBride claimed that she was simply doing back-to-school shopping and denied any involvement in the theft. She had planned to pay using Cash App, but later found out that Kohl’s did not accept that form of payment. Hill admitted to fleeing from the police but claimed ignorance regarding the reasons behind the chase.
