Hayward Man Arrested in Connection with Road-Rage Shooting in Santa Cruz County
Authorities announced on Thursday that a Hayward man has been arrested in connection with a road-rage shooting incident that took place last year in Santa Cruz County, injuring two individuals, including a 3-year-old child.
The suspect, identified as Raphael Shakur Abduh-Salam, also known as “Abdul-Salam,” was apprehended for his involvement in the shooting that occurred on May 26, 2023, on Highway 1 north of Freedom Boulevard in Aptos. The California Highway Patrol and Santa Cruz County Sheriff’s Office jointly made the announcement.
According to authorities, the incident unfolded when the suspect was driving recklessly on Highway 1, leading to a collision with another vehicle around 8:40 p.m.

Both vehicles exited the freeway at Freedom Boulevard, where the suspect allegedly “turned his car around and fired multiple rounds at the victim before fleeing the scene,” as stated by the sheriff’s office.
Inside the targeted vehicle were five family members, and the gunfire and resulting shrapnel caused injuries to a man and the 3-year-old child. Both victims received medical treatment and were subsequently discharged from the hospital.

In their pursuit of the suspect, investigators from the California Highway Patrol and Santa Cruz County Sheriff’s Office collaborated and executed search warrants on November 14. As a result, Abduh-Salam was taken into custody and subsequently booked on charges including attempted murder and child endangerment, among others.
