The Pima Regional Critical Incident Team, consisting of representatives from ten law enforcement agencies in Pima County, conducted a thorough investigation into the incident. The team compiled the findings in an edited video, which includes audio from the 911 call, security camera footage, and the bodycam footage.
According to the 911 call received shortly before 9:30 p.m. on October 26, Tucson police responded to reports of an armed man threatening to end his life at a residence on West Bilby Road near Sixth Avenue. During the call, gunshots were heard.
Surveillance camera footage reveals that the armed man, identified as 43-year-old Matthew Salinas, was seen walking down the street discharging his firearm in the air multiple times prior to the arrival of the police.
Upon the arrival of the officers, Salinas was found in the front yard of a residence. The bodycam and surveillance footage show that, without establishing communication, Salinas began firing multiple rounds. Officer Joshua Camacho, later identified as the officer involved in the shooting, can be seen in both the bodycam and surveillance footage firing his department-issued rifle at Salinas.

Before discharging his weapon, Camacho is captured on bodycam footage stepping out of his vehicle and instructing another officer to approach cautiously after locating Salinas. Shortly thereafter, Salinas can be heard firing gunshots and uttering expletives. Camacho repeatedly shouts “stop” before firing at Salinas.
Following the incident, the Tucson Fire Department provided immediate medical assistance to Salinas, but unfortunately, he was pronounced dead. No other individuals were harmed during the incident, as confirmed by official reports.
Both the Pima Regional Critical Incident Team and the Tucson Police Department initiated separate investigations into the incident, specifically focusing on the actions of Officer Camacho. Once the investigations are concluded, all findings will be presented to the Pima County Attorney’s Office for review, as it is standard practice for officer-involved shootings.
Authorities are currently determining whether Officer Camacho, an eight-year veteran of the Tucson Police Department, violated any policies in relation to his use of force during the incident.
