The IMPD has released an edited video of the incident, shedding light on the events that took place.

The incident began when officers received a distressing 911 call around 7:20 p.m. from an employee at a McDonald’s restaurant located in the 4900 block of Knights Way, near the intersection of Interstate 69 and Interstate 465 on the southwest side of Indianapolis. The caller reported hearing a woman’s cries for help coming from the cab of a white semi-truck parked nearby.

Upon arrival at the scene, officers were directed by a witness to the semi-truck from which the distressing screams were originating. They approached the truck and knocked on the door, but the driver, identified as 60-year-old Lamont Bland, remained inside the sleeper cabin. Bland would occasionally peep through a curtain at the officers but would quickly retreat back into the sleeper cabin.

Assistant Chief Chris Bailey of IMPD stated that an officer placed their ear against the side of the cabin and could hear the woman’s screams, confirming the seriousness of the situation. Officers continued their attempts to communicate with Bland, knocking on the semi-truck and urging him to open the door, but he did not respond.

As the tension escalated, an officer resorted to using a baton to break one of the windows. It was at this point that Bland’s chilling remarks became audible on the video released by the IMPD. Bland can be heard saying, “Stop it. I’ve got a knife to her throat.” He further threatened, “I’m going to kill her right now” and declared, “I ain’t got nothing to lose.”

Throughout the incident, the woman’s pleas for help were also captured on the video. She expressed that she was bleeding and that Bland had cut her. Officers continued their efforts to reason with Bland, who menacingly stated, “I’m gonna cut her throat.”

In a tragic turn of events, a 26-year veteran of the IMPD, Lt. Brandon Mills, made the difficult decision to fire a single shot, fatally striking Bland inside the truck. Bland was pronounced dead at the scene. The woman, who had sustained several lacerations, received immediate medical attention and was transported to the IMPD Homicide Office for further questioning.

During the investigation, officers discovered a razor blade with blood on it inside the sleeping compartment of the cab, further corroborating the woman’s claims. In a subsequent update on December 4th, IMPD revealed that the victim informed detectives that prior to police intervention, Bland had forcibly taken her into the cabin of the semi-truck, holding her against her will for several hours. Bland alleged that the victim had previously stolen something from him.

The released video captures the harrowing ordeal endured by the woman, who stated that she had been subjected to the attack for a prolonged period of six hours. It is important to note that the woman claimed to be unfamiliar with Bland prior to the incident, as stated by the IMPD.

To ensure adherence to departmental policies, IMPD’s Internal Affairs department is currently conducting an investigation into the incident. The Marion County Prosecutor’s Office is also being consulted to provide guidance during the investigation, emphasizing the seriousness with which IMPD is approaching this case.

In 2023 alone, IMPD officers were involved in 18 shootings, resulting in the deaths of ten individuals. These statistics highlight the importance of maintaining a thorough investigation process to ensure accountability and transparency within the police department.
