The suspect, identified as 60-year-old James Donnelly, was arrested on December 23, 2023, when he was found setting up for a New Year’s Eve festival at a local Southern California Fair Ground.

The investigation began on October 25, 2023, after a victim reported an assault to the San Bernardino Police Department. Officers arrived at the scene and spoke with the victim, who disclosed that she had been sexually assaulted by Donnelly. As detectives delved deeper into the allegations, they were able to identify two more victims, both male and female, who had made similar accusations spanning a period of seven years.

According to the San Bernardino Police Department, the victims were approximately ten years old when the sexual abuse began. Donnelly has been working for traveling carnivals for the past three decades, with the carnivals traveling from California to Wyoming, Idaho, Montana, Utah, and Colorado.

Investigators have discovered that Donnelly would establish relationships with women who lived near the carnivals, allowing him access to their children whom he would then sexually assault.
