Mercer County Man Arrested for Allegedly Patronizing a Minor for Sexual Relations

A Mercer County man, Douglas Marshall Kinzer, 43, from Princeton, is facing a felony charge of patronizing a victim of sexual servitude. Kinzer allegedly traveled to a location near Princeton with the intent of meeting a purported minor for sexual relations, according to a criminal complaint filed by Sgt. J.B. Yeager of the West Virginia State Police Beckley detachment.

The complaint states that during the conversations, Kinzer discussed meeting with the child’s purported guardian and the purported minor to pay for sexual services. Law enforcement officers were on the scene at the meeting location and observed Kinzer’s vehicle circling the area several times.

Kinzer was subsequently stopped by marked West Virginia State Police units and arrested at the scene. He was then transported to the West Virginia State Police Princeton detachment for processing.

“While at the detachment, Kinzer agreed to an interview and admitted to communicating with an adult regarding sexual relations with both the adult and a minor child. However, he claimed that he only intended to have sex with the adult once he arrived at the meet location,” said Sgt. J.B. Yeager in the criminal complaint.

Kinzer has been released on a $100,000 surety bond. According to the West Virginia Code, anyone who knowingly patronizes another person in commercial sexual activity and knows that the person is a victim of sexual servitude is guilty of a felony. The penalty for this offense includes a sentence of one to five years in prison, a $100,000 fine, or both.

If a person knowingly patronizes a minor and knows or has reason to believe that the minor is a victim of sexual servitude, they face a penalty of three to fifteen years in prison, a fine of up to $300,000, or both.
