Odessa Police Identify Woman Who Died During In-Custody Arrest

The Odessa Police Department has officially identified the woman who tragically lost her life during an in-custody arrest on December 22. The deceased has been identified as Teresa Garcia, a 50-year-old individual.

Odessa police have notified Garcia’s next of kin about the unfortunate incident. However, due to the ongoing investigation being handled by the esteemed Texas Rangers, limited information is currently being released to the public.

According to authorities, officers swiftly responded to a distressing incident involving an intoxicated individual in the 2700 block of Eisenhower last Thursday, precisely at 10:56 p.m.

Intoxication Leads to Arrest

Upon arrival at the scene, the investigation revealed that Teresa Garcia was operating a motor vehicle while under the influence. Consequently, the law enforcement officers placed her under arrest, recognizing the potential dangers of her impaired state.

However, during a subsequent investigation, it became apparent that Garcia required immediate medical attention before being transported to the detention facility.

Medical Complications and Tragic Outcome

While receiving medical care at the reputable Medical Center Hospital, the female suspect began experiencing severe medical difficulties. Regrettably, her condition rapidly deteriorated, and she eventually became unresponsive, tragically passing away.

As per standard criminal procedure, the Odessa Police Department will promptly file a comprehensive report regarding the incident with the Attorney General’s office.

Legal Obligations and Investigation

Under the criminal code, it is stated that “If a person dies while in the custody of a peace officer or as a result of a peace officer’s use of force, or if a person incarcerated in a jail, correctional facility, or state juvenile facility dies, the director of the law enforcement agency or facility must conduct an investigation into the cause of death.”

Therefore, the director of the Odessa Police Department, with utmost dedication, will thoroughly investigate the circumstances surrounding Teresa Garcia’s unfortunate demise. A written report, including all relevant facts, will be provided to the attorney general within the mandated 30-day period.

Furthermore, the attorney general is obligated to make the report available to any interested parties, with the exception of privileged information.
