Accident – Death – Obituary News : Warrant Issued for James Davis Ramsey on Felony Charge of Solicitation to Commit Unlawful Act Regarding Computer

JUDSONIA, AR – The prosecuting attorney’s office in White County has issued a warrant for the arrest of James Davis Ramsey, a 45-year-old resident of Judsonia. Ramsey is facing a class D felony charge of solicitation to commit an unlawful act regarding a computer. This new charge comes in addition to the previous charges he is already facing for a vehicular attack that occurred last year.

According to the affidavit filed by Detective Sgt. Josh Biviano, Ramsey is accused of attempting to pay someone to gain unauthorized access to the websites, email networks, internal systems, and social media accounts of the White County Sheriff’s Office, The Daily Citizen, and one of the alleged victims of the previous attack. The warrant was issued earlier this month at the request of the 17th Judicial District Prosecuting Attorney’s Office.

Ramsey is currently not in custody and no court date has been set for his case. However, he is scheduled to appear in White County Circuit Court on February 6 for a pre-trial hearing related to the previous charges. The trial for those charges is set to begin on February 12.

The latest charge against Ramsey came to light when a cybersecurity professional from Texarkana contacted the sheriff’s office to report that an unknown individual was soliciting illegal hacking and network intrusion services. The complainant stated that a job was posted on UpWork.com, a freelance work website, for a penetration tester/security researcher. The requests made by the individual, later identified as Ramsey, were to acquire internal documents and communications of impropriety from the White County Sheriff’s Office and The Daily Citizen. He also allegedly wanted access to the cell phone of one of the alleged victims to interfere with the legal proceedings against him.

The cybersecurity professional recognized the job posting as consisting of illegal and unethical activities and reported it to law enforcement. He engaged in communication with Ramsey on the UpWork platform to obtain more information, including Ramsey’s name. Ramsey agreed to hire the cybersecurity professional for $75 an hour to perform the requested tasks. In addition, Ramsey was photographed with an AT&T wireless hotspot, which he allegedly planned to use to access the alleged victim’s cell phone.

Although Ramsey did not exchange any funds or items of monetary value for the services he requested, the intentions behind his actions were clear throughout his communications with the cybersecurity professional. The evidence provided by the cybersecurity professional, including the communication records, led to the issuance of the warrant for Ramsey’s arrest.

The previous charges against Ramsey stem from a domestic disturbance that occurred on July 27, 2022, on Missile Base Road. The incident escalated into an aggravated assault with a vehicle, resulting in extensive injuries to one of the alleged victims. Ramsey was charged with four counts of class D felony aggravated assault, class B felony battery in the first degree, class B felony residential burglary, two counts of class C felony criminal mischief in the first degree, and class A misdemeanor harassment. He was also charged as a habitual offender.

During the incident, Ramsey allegedly broke into the residence of one of the alleged victims and threatened her. When she tried to run away, he physically assaulted her and then used his vehicle to ram another vehicle, injuring the passenger. Ramsey continued to attack the vehicles, causing extensive damage. The driver of the second vehicle managed to escape and hide in a ditch with the injured passenger. Ramsey fled the scene when he heard police sirens.

The passenger who was run over suffered a broken right leg and had to have his left leg amputated from the knee down. Medical personnel indicated that he had lost a significant amount of blood and could have lost his life if law enforcement had not applied a tourniquet to his leg. He also provided text messages from Ramsey, threatening his life in the weeks leading up to the incident.

In addition to the warrant for Ramsey’s arrest, warrants were also issued for two individuals accused of filing false police reports. Jeremiah Scott Daniels, 42, of Judsonia, was charged with class D felony filing a false police report and class D felony tampering with physical evidence. Annette Marie Valentine, 56, of Beebe, was charged with class D felony filing a false police report with law enforcement. Both individuals are currently not in custody, and no court dates have been set for their cases.

Daniels allegedly claimed that he had been shot by his ex-wife during an altercation over a custody-related issue. Detectives found a single 9mm shell casing outside Daniels’ residence and located the alleged shooter, who refuted Daniels’ claims.

These recent developments highlight the ongoing investigations and legal proceedings surrounding James Davis Ramsey and the alleged incidents involving him. As the court dates approach, the prosecuting attorney’s office and law enforcement officials will continue to gather evidence and build their case against him..
