Woman Fatally Stabbed in Scappus, Suspect in Custody
The Columbia County Sheriff’s Office (CCSO) has reported that a woman was tragically stabbed to death in Scappus on December 19, leading to the arrest of a suspect. The incident occurred in the afternoon, prompting nearby schools to implement lockdown protocols.

Authorities have identified the suspect as Derek Welter, a 40-year-old resident of Scappustan. The arrest was made after an extensive search conducted by law enforcement officers.
The victim has been identified as Rhiannon Amelia Meyer, a 34-year-old resident of Scappustan.
The crime was reported by Meyer’s mother, who stated that the stabbing occurred at a residence on 4th SWth in Scappus. Upon receiving the call, Scappus Police and the Columbia County Sheriff’s Department promptly responded to the scene, where they found Meyer unresponsive on the front porch. Unfortunately, the suspect had already fled.
Responding officers immediately initiated CPR on Meyer until medical professionals arrived. Regrettably, their efforts were in vain, as Meyer was pronounced dead at the scene.
Law enforcement officers gathered information regarding the suspect’s vehicle, which had left the scene, and initiated a search in the surrounding areas. The vehicle is described as a large black 2005 Chevy Silverado Pickup, potentially equipped with wooden sideboards and a dirt bike.
Shortly after 6:00 p.m., an Oregon State Trooper (OSP) located a vehicle matching the suspect’s description near Gooners Lake Main Line. OSP troopers attempted to conduct a traffic stop while awaiting additional units. The suspect vehicle, however, attempted to evade investigators and reversed at a high speed. Eventually, the vehicle reached the end of the road, preventing further escape,” CCSO stated in a news release.
The sheriff’s office emphasized that Welter was “known to carry a firearm.” Consequently, OSP SWAT was activated, and additional deputies and officers established a perimeter around the vehicle.
By around 9:00 p.m., OSP SWAT arrived at the scene and began directing the suspect towards the vehicle. At 11:30 p.m., OSP SWAT approached the vehicle and apprehended the occupant at gunpoint.
“The driver was identified as homicide suspect Derek Welter. Welter was taken into custody at 11:35 p.m. without any further incident. He has since been transported to the District of Columbia Jail, where he faces charges of Murder II, Assault I, and Unlawful Use. The investigation into this tragic incident remains ongoing,” CCSO disclosed.
CCSO expressed gratitude towards the Scappus Police Department, Oregon State Police, St. Helens Police Department, Washington County Sheriff’s Office, and Scappus Fire Department for their invaluable assistance in responding to the incident.
“Through the cooperation and dedication of numerous agencies, we were able to bring this situation to a peaceful resolution while ensuring the safety of the community,” stated Columbia County Sheriff Brian Pixley. “Our thoughts and prayers are with the family and friends of Rhiannon Meyer.”
