Body Found Bound by Tire Chains in Kentucky Lake Identified as FBI Wanted Man

The body of a man, discovered nearly a quarter century ago at the bottom of Lake Barkley in Kentucky, has finally been identified as Roger Dale Parham, a fugitive wanted by the FBI. Kentucky State Police confirmed the identification using advanced DNA technology, putting an end to a 25-year-old mystery.

On May 6, 1999, two fishermen made a chilling discovery when they stumbled upon Parham’s body wrapped in heavy tire chains and anchored with a hydraulic jack. Lake Barkley, a reservoir stretching across Livingston County, Lyon County, Trigg County in southwest Kentucky, and extending into northern Tennessee, became the final resting place for Parham.

Unsuccessful Identifications

Despite extensive efforts using traditional investigative techniques, authorities were unable to identify the body at the time of its discovery. In 2016, the body was exhumed in hopes of finding new leads, but even with advanced DNA technology, dental examinations, forensic pathology, and other forensic testing, the person’s identity remained a mystery.

However, earlier this year, a breakthrough occurred when a relative of the unidentified person was located. Kentucky State Police, in collaboration with NamUs and Othram Inc., a private forensic lab specializing in forensic genealogy, utilized advanced genealogy DNA testing to finally identify the victim as Roger Dale Parham.

Awaiting Trial and Mysterious Disappearance

Investigators discovered that Parham had been living in Fort Smith, Arkansas, where he was awaiting trial on multiple criminal charges. In March of 1999, just two months before his body was found, Parham disappeared, believed to have fled the area to avoid prosecution.

While the cause of Parham’s death remains undetermined, authorities are treating the case as a homicide. The investigation into his mysterious demise continues, as law enforcement aims to bring justice to the perpetrator responsible for this heinous act.
