A Set of Human Remains Found in a Kentucky Lake 25 Years Ago Identified as FBI Fugitive Roger Parham
Kentucky State Police Reveal Breakthrough in Cold Case
A set of human remains that were discovered by fishermen in Lake Barkley, Kentucky, nearly 25 years ago has been identified as belonging to FBI fugitive Roger Parham, according to state police.

Kentucky State Police, with the assistance of advanced DNA technology, have determined that the body found wrapped in heavy tire chains and anchored with a hydraulic jack on May 6, 1999, is that of Roger Parham.
An FBI wanted poster described Parham as a charming individual who preferred odd jobs for cash payments. He was wanted by the FBI for failing to appear in court on a rape charge involving a minor in Arkansas.
The FBI had previously believed that Parham had fled to Mexico after leaving Arkansas.
Kentucky State Police announced on Monday that when the remains were initially discovered in 1999, traditional investigative techniques were unable to identify the male victim.
However, in 2016, the victim’s body was exhumed in the hopes of further examination leading to identification. Despite extensive efforts using DNA technology, dental examinations, forensic pathology, and other advanced forensic testing, the victim remained unidentified.
Earlier this year, state police began working with Othram Inc., a private lab specializing in forensic genealogy. Through a partnership with the National Missing and Unidentified Persons System and Othram Inc., advanced genealogy DNA testing was conducted on the remains. This testing ultimately led investigators to identify the remains as those of Roger Parham.
