The accident occurred when Mr. Wisdom Okyere, a 26-year-old Ghanaian tourist, crashed his sedan into a group of construction workers engaged in underground cable construction along the canal in the old town. The collision claimed the life of Mr. Thao Khantalay, a 26-year-old Lao national, and left two other workers, Ms. Donnapha, 28, and Mr. Trairat, 22, with moderate injuries, as reported by the police.

After the incident, the police conducted an alcohol test on Mr. Wisdom Okyere, the suspect, which revealed an alcohol content of 121 mg%. Consequently, the police detained him for further legal proceedings.

During the investigation, Mr. Wisdom Okyere informed the police that he had been in Chiang Mai for two weeks and had rented a car for transportation. Prior to the accident, he had been drinking at pubs in the old town with his friends. Pol. Col. Pratchaya Tisala, Chiang Mai Police Chief, publicly stated that this accident may not be directly related to the recent policy of extending entertainment service hours to 4:00 AM. However, he noted that there are numerous construction sites in the old town at night, and tourists from Ghana may not be familiar with the routes.

Acknowledging that the Ghanaian tourist was allegedly driving under the influence of alcohol, Pol. Col. Pratchaya emphasized the need for improved safety measures in construction areas. He mentioned that Chiang Mai Municipality and contractors would collaborate to enhance safety by installing additional street lights, cones, and barriers to prevent future accidents.
