A witness cooperating with the police stated that she was hanging out with both Rios and the alleged shooter, identified as Savell Steward from a photo lineup, according to the complaint. The witness recounted that Steward and Rios were “posing with firearms, taking pictures of each other” before the tragic incident unfolded. Authorities discovered a photograph on Rios’ phone, showing Steward posing with a gun, which was presumably taken moments before Rios’ untimely demise.

The witness further revealed that she was approximately 15 feet away from Steward and Rios when she heard two gunshots and witnessed smoke, as stated in the complaint. She looked up and saw Steward firing a third shot at Rios before fleeing from the scene. Rios, in his final moments, pleaded for help, urging the witness to call the police. She rushed inside to dial 911.
