According to the criminal complaint, the Milwaukee Police Department received a distress call on Thursday, June 8, about a shooting incident in the vicinity of 95th and Silver Spring. Upon arrival at the scene, a detective discovered a 35-year-old man with gunshot wounds outside a car. Despite attempts to save his life, the victim was pronounced dead on the scene. Investigators noted that the victim’s address was located less than a quarter mile away from the shooting site.

During the investigation, officers were informed that a suspect had been spotted running north on N. 95th Street. Subsequently, they received information that a person with a gunshot wound had entered St. Joseph’s Hospital. The wounded individual was identified as Elbert Milan, who matched the description of the homicide suspect provided by witnesses. Milan claimed that he was asleep in the back of a car when he was awakened by the sound of gunfire.

In a shocking twist, a female witness revealed to detectives that Milan had approached her and her friends at a McDonald’s restaurant, offering to sell them crack cocaine. She further stated that they had been purchasing crack from Milan for the week leading up to the shooting, either at McDonald’s or near his residence.

Tower data obtained from T-Mobile on July 3 revealed that Milan’s phone was in the vicinity of both his residence and the crime scene between 2:07 p.m. and 2:32 p.m. on June 8. Additionally, the data showed that Milan was present at St. Joseph’s Hospital between 2:56 p.m. and 3:17 p.m. on the same day.

Despite the charges filed against him, Milan remains at large. A warrant has been issued for his arrest, according to online court records. Authorities are urging anyone with information on Milan’s whereabouts to come forward.
