India has pledged to take appropriate measures after the United States intensified its legal actions against Indian national Nikhil Gupta. Gupta stands accused of conspiring to assassinate Khalistani terrorist Gurpatwant Singh Pannun on American soil. The Indian government has expressed its concern over the allegations and has launched a thorough investigation into the matter.

Arindam Bagchi, the spokesperson for India’s Ministry of External Affairs, issued a statement acknowledging the seriousness with which India views the allegations and the ongoing investigation. Bagchi stated, “We have already stated that during our discussions with the US on bilateral security cooperation, the US side shared some inputs regarding the nexus between organized criminals, gun runners, terrorists, and others.”

In response to the allegations, the Indian government has formed a special Enquiry Committee to conduct a comprehensive investigation into the issue. This move highlights India’s determination to address any potential implications for its international relations and internal security. Bagchi added, “On November 18, 2023, the Government of India established a high-level Enquiry Committee to examine all relevant aspects of the matter. The government will take necessary follow-up action based on the findings of the Enquiry Committee.”

The statement from the Indian side comes after the US Justice Department announced charges against Nikhil Gupta. According to the department, Gupta, in collaboration with an Indian government official, orchestrated an unsuccessful assassination attempt against Sikh separatist leader Gurpatwant Singh Pannun, who is an American citizen. Federal prosecutors in Manhattan revealed that 52-year-old Nikhil Gupta conspired from India to assassinate Pannun in New York City.

US Attorney Damian Williams for the Southern District of New York stated, “The defendant conspired from India to assassinate, right here in New York City, a US citizen of Indian origin who has publicly advocated for the establishment of a sovereign state for Sikhs.” Gupta is now facing charges of murder-for-hire and conspiracy to commit murder-for-hire, each carrying a maximum sentence of 10 years. He was arrested by Czech authorities and is currently awaiting extradition.

The US Attorney’s Office praised the collaborative efforts of the Drug Enforcement Administration (DEA) and the FBI’s Counterintelligence Division, among other agencies, for successfully thwarting the plot.

The case against Nikhil Gupta relies on extensive communications between Gupta and the Indian government official, referred to as “CC-1.” These exchanges played a crucial role in orchestrating the assassination plot. The Indian official, who has a background in security management and intelligence, directed Gupta in planning and executing the plot.

According to court documents, the Indian government official provided Gupta with detailed personal information about the target, including his home address in New York City, phone numbers, and daily routine. The official also arranged for a $15,000 advance payment to be delivered to an undercover DEA officer, whom he believed to be a hitman.

Furthermore, the indictment reveals that Gupta had previously been involved in international narcotics and weapons trafficking before being recruited by the Indian government official for the assassination plot. This suggests a larger network of international criminal activities and raises questions about possible governmental collusion.

As the investigation unfolds, India remains committed to addressing the allegations and taking appropriate action based on the findings of the Enquiry Committee. The case serves as a reminder of the global fight against organized crime, terrorism, and other threats to international security.
