Kathleen Desmoulin, 41, Found Deceased in Long Lake 58 First Nation: Investigation Underway

Accident – Death – Obituary News : (FORT FRANCES, ON) – The Rainy River District Detachment of the Ontario Provincial Police (OPP) has successfully apprehended and charged an individual in connection with a recent break and enter incident in Fort Frances. The incident occurred on November 19, 2023, at a local business on Scott Street.

Upon receiving a report of the break-in just after 11:00 p.m., officers from the Rainy River District OPP Detachment swiftly responded to the scene. Through their diligent investigation, they were able to locate and arrest a 27-year-old resident of Fort Frances. The accused has been charged under the Criminal Code with Break, Enter a Place – Commit Indictable Offence and Possession of Property Obtained by Crime Under $5,000.

Following the arrest, the accused was released from custody with a scheduled appearance before the Ontario Court of Justice in Fort Frances on January 8, 2024.

In a separate incident on November 18, 2023, members of the Rainy River District OPP Detachment responded to an alarm call at a local business on Third Street East in Fort Frances. The officers discovered that forced entry had occurred, and the suspects had already fled the scene before their arrival. However, through their investigation, the officers were able to locate and apprehend three individuals involved in the break and enter.

Two of the individuals are juveniles, aged 13 and 15, who cannot be named under the Youth Criminal Justice Act. They have been charged under the Criminal Code with Break, Enter a Place – Commit Indictable Offence and Possession of Property Obtained by Crime Under $5,000.

Additionally, another 13-year-old, who also cannot be named, has been charged with Break, Enter a Place – Commit Indictable Offence and Failure to Comply with Release Order – Other Than to Attend Court.

While two of the youth have been released from custody and are scheduled to appear before the Ontario Court of Justice in Fort Frances at a later date, one remains in custody pending a bail hearing.

The OPP would like to remind the public to remain vigilant and report any suspicious activity or individuals to the police by dialing 9-1-1.

Moving to Kenora, on November 14, 2023, the Kenora Ontario Provincial Police (OPP) Detachment, along with the City of Kenora Fire and Emergency Services (CKFES) and Kenora Northwest Emergency Medical Services (EMS), responded to a motor vehicle collision on Highway 17A near Airport Road. The collision involved two tractor-trailer units (TTU).

Fortunately, the occupants of one of the TTUs sustained only non-life-threatening injuries. They were promptly transported to Lake of the Woods District Hospital by EMS. On the other hand, there were no injuries reported among the occupants of the second TTU involved in the collision.

As a result of the incident, Highway 17A had to be closed down to one lane for several hours. The investigation into the collision is still ongoing.

In Atikokan, the Ontario Provincial Police (OPP) made an arrest on November 15, 2023, after observing a vehicle fail to stop for a stop sign at a four-way intersection on O’Brian Street and Main Street. The driver was subsequently found to be impaired after being tested with an Approved Screening Device (ASD).

A 56-year-old resident of Atikokan has been arrested and charged under the Criminal Code with Operation While Impaired – Alcohol and Drugs and Operation While Impaired – Blood Alcohol Concentration (80 plus). The accused has received a 90-day Administrative Driver’s Licence Suspension (ADLS) and a 7-day vehicle impoundment. They are scheduled to appear in the Ontario Court of Justice on December 14, 2023.

Moving to Long Lake 58 First Nation, the Greenstone Detachment of the Ontario Provincial Police (OPP) is currently investigating a death that occurred on November 18, 2023. The deceased individual has been identified as Kathleen Desmoulin, a 41-year-old resident of Long Lake 58 First Nation.

OPP members and Superior North Emergency Medical Services (EMS) responded to a report of a deceased individual in the area of Highway 11. The investigation, led by the OPP Criminal Investigation Branch (CIB), is being conducted in conjunction with the Office of the Chief Coroner and the Ontario Forensic Pathology Service.

Anyone with information related to the incident is urged to contact the OPP at 1-888-310-1122. Information can also be provided anonymously through Crime Stoppers at 1-800-222-8477 (TIPS).

In Red Lake, the Red Lake Detachment of the Ontario Provincial Police (OPP) arrested and charged a youth on November 20, 2023, in connection with a threat incident involving a weapon at a residence in the Municipality of Red Lake. The accused, a 17-year-old, was found in possession of an axe and an edged weapon.

The youth has been charged under the Criminal Code with Possession of Weapon for Dangerous Purpose and Uttering Threats – Cause Death or Bodily Harm (two counts). They have been released from custody, with a scheduled appearance before the Ontario Court of Justice in Red Lake at a later date.

Finally, in Marks Township, members of the Thunder Bay Detachment of the Ontario Provincial Police (OPP) responded to a single motor vehicle collision on Connolly Road on November 19, 2023. The driver of the vehicle sustained non-life-threatening injuries.

Upon investigation, it was discovered that the driver had been impaired by alcohol. Consequently, a 28-year-old resident of Kakabeka Falls has been arrested and charged under the Criminal Code with Operation While Impaired – Alcohol and Drugs, as well as Operation While Impaired – Blood Alcohol Concentration (80 plus).

The accused has been released from custody, with a scheduled appearance before the Ontario Court of Justice in Thunder Bay on January 9, 2024.
