WAUKESHA, Wis. — Charges were formally filed on Tuesday in Waukesha County against three Milwaukee men who were accused of a horrifying carjacking incident that took place at the Waukesha Walmart on Sunday night. The incident involved the suspects forcefully removing a woman from her car while pointing a shotgun at her, causing widespread panic and alarm among the community.

Following the carjacking, the Waukesha police immediately initiated a high-speed pursuit of the stolen vehicle, which lasted for approximately 14 miles. The pursuit eventually came to an end when the suspects collided with four squad cars, resulting in injuries to three officers.

According to prosecutors, the 19-year-old Tanner Crow was identified as the driver during the carjacking incident. Shockingly, it was revealed that Crow had just been released from prison last month. Court Commissioner David Herring, upon reviewing the severity of the crime, set Crow’s bail at an unprecedented $1 million. Herring emphasized that the suspects specifically targeted Waukesha with the intent to commit crimes, stating, “To a city that, based on this complaint, was targeted, literally targeted, to come here and get something and they weren’t going to go home empty-handed. To the point, he comes here and puts his hands on someone else, gets inside somebody else’s vehicle, takes off with it. I don’t even know where to start.”

Additionally, Crow is facing charges for pointing a shotgun at another victim, a resident of the village of Waukesha who wished to be identified only as John. John expressed the unimaginable fear he experienced during the encounter, stating, “If he’d have pulled the trigger, I wouldn’t be here standing here right now.” John further revealed that the suspects had attempted to steal his Acura sedan just minutes before the carjacking incident at Walmart. Fortunately, he was able to quickly enter his vehicle and speed away. Recalling the harrowing moment, John stated, “I ducked down because I didn’t know if he was going to shoot through the window or not, punched it, went in reverse and slammed it in drive. It went forward, then all of a sudden they took off. A white SUV pulled into the driveway, and they took off.”

The other two individuals charged in connection with the carjacking incident, Joshua D. Rodriguez of Milwaukee and Andrew Hibbs-Magruder of Appleton, are also facing multiple charges, including armed robbery. During the court proceedings, Hibbs-Magruder sobbed and exclaimed, “I’m not a bad person,” but both the court commissioner and the prosecutor showed little sympathy. Assistant District Attorney Chelsea Thompson highlighted the fact that the defendants had no ties to Waukesha County and had specifically targeted the community to steal cars, regardless of the consequences. Rodriguez’s bail was set at $750,000, while Hibbs-Magruder’s bail was set at $1 million.

Additionally, it was revealed that Hibbs-Magruder had only been released from prison in July and is currently facing a new felony domestic abuse case in Outagamie County, which was filed just the day before his arrest in connection with the carjacking incident.

As a result of the collisions with the stolen car, three officers from the Waukesha Police Department sustained injuries. However, the police department assured the public that the injured officers are expected to fully recover in the coming days. Meanwhile, Crow and Rodriguez were apprehended immediately after the collision, while Hibbs-Magruder was arrested the following day in Milwaukee. The three defendants are currently in custody and are scheduled to appear in court for a preliminary hearing on December 1.
