The California Highway Patrol (CHP) received a call at approximately 12:34 a.m. reporting a pedestrian lying in the roadway. CHP officers, along with deputies from the Santa Barbara County Sheriff’s Office, arrived at the scene and discovered the lifeless body of Rogers within the traffic lanes.
