24-Year-Old New Brighton Man Faces Murder Charges in Fatal Road Rage Shooting of Randy Burris in Minneapolis

Dhaha Hassan has been charged with two felony counts of second-degree murder, one of which was committed while he was engaged in a felony, as well as another felony count of possessing a firearm without a serial number, according to court documents from Hennepin County.

The incident took place on Friday evening at the intersection of West River Parkway and Franklin Avenue, which is located southeast of downtown Minneapolis. Law enforcement authorities responded to the scene after receiving reports of gunshots. Upon arrival, they discovered a 34-year-old man who had sustained multiple gunshot wounds.

The victim, identified as Randy Burris from Minneapolis, was rushed to the hospital, but unfortunately, succumbed to his injuries despite the efforts of medical personnel. He had been shot three times in the chest and once in the abdomen. The complaint states that when officers questioned the victim about the identity of the shooter, he pointed towards Hassan.

Officers proceeded to arrest Hassan and during the arrest, they found a Polymer 80 handgun in his possession, which did not have a serial number. Hassan, however, claimed self-defense before being taken into custody. The investigation revealed that the shooting occurred following a road altercation between the victim and Hassan.

According to witness testimony, Hassan was driving his vehicle in the wrong direction on the Franklin Avenue ramp, causing a traffic blockage. The victim, who was in another vehicle, approached Hassan to request that he reverse and clear the road. However, Hassan allegedly refused to comply, leading to an argument between the two individuals.

The complaint further states that Hassan attempted to open his car door and step out, but the victim forcefully closed it. In response, Hassan fired several shots at the victim, striking him four times.

Additionally, officers discovered a substance resembling marijuana in Hassan’s vehicle and suspected him of being impaired by marijuana. Hassan, who is certified in CPR, admitted to not rendering aid to the victim after shooting him.

If convicted, Hassan could face a maximum prison sentence of up to 40 years.
