Police – Accident – Death – Obituary News : BLOOMINGTON, Ind. — Two individuals are now facing felony charges in connection with a shooting incident that took place at an apartment complex in Bloomington on Sunday night. The Bloomington Police Department is currently conducting an investigation into the incident.
The police were alerted to the scene at the Union at Crescent Apartments on N. Crescent Road after receiving reports of a shootout and an injured female. Upon arrival, officers discovered 23 bullet casings scattered in the area. At the time, they detained a man named Devonjae Strong, whom they believed could be a potential suspect in the shooting.

According to court documents, multiple bullets were fired into an apartment unit and a vehicle during the incident. However, it has not been confirmed whether anyone was injured in the exchange of gunfire.
The injured woman informed the police that Strong had repeatedly struck her in the head with his handgun after being involved in a shooting with unknown individuals. She also stated that she personally knew Strong. Court documents described two lacerations on her head, along with swelling, pain, and bleeding.
Devonjae Strong was interviewed by the Bloomington Police Department, where he denied hitting the woman with a weapon. He claimed to have been in the area during the shooting, changed into different clothing afterward, and expressed that he feared for his life.
As part of the ongoing investigation, the police reviewed surveillance footage from the apartment complex. The footage allegedly showed Strong holding a semi-automatic handgun and wearing the same clothing that he had on when he was detained and interviewed by the police. It also displayed Strong firing multiple shots in the vicinity where the bullet casings were found. Additionally, the footage captured Strong approaching the injured woman and striking her multiple times.

It is important to note that Strong is prohibited from carrying firearms due to a previous felony conviction in 2010 in Chicago.
Subsequently, Strong was taken into custody and booked into the Monroe County Jail. He is facing preliminary charges of battery with a deadly weapon, unlawful carrying of a handgun, and criminal recklessness, all of which are level 5 felonies.
Another individual, Ray Weems Jr., was also apprehended by the Bloomington police for his alleged involvement in the shooting. According to surveillance footage, Weems Jr. was seen firing a semi-automatic handgun at a group of people. The footage indicated that Weems Jr. was holding the gun while moving around and not retreating during the exchange of gunfire.
During an interview with the police, Weems Jr. claimed that he fired in self-defense after being shot at. He admitted to carrying a .380 caliber but denied firing any rounds, asserting that the safety was on and prevented him from shooting.
Weems Jr. confessed to giving the firearm to others in the area and changing his clothes before attempting to flee on foot. Detectives showed him surveillance footage that allegedly confirmed his involvement in the shooting. Although Weems Jr. did not disclose the location of the firearm, he admitted that he was not permitted to possess one due to a previous felony conviction in 2019.
Like Strong, Weems Jr. was transported and booked into the Monroe County Jail. He is facing a preliminary charge of unlawful carry of a handgun, a level 5 felony.
