Portland Police Capture Suspect Involved in Multi-County Crime Spree

Portland, Oregon – In a collaborative effort between Portland Police officers and partner agencies, a suspect responsible for a string of crimes across multiple counties has been successfully apprehended.

The crime spree, which commenced in Downtown Portland and extended into Columbia County, came to an end on Monday, November 20, 2023, at approximately 8:40 a.m. Central Precinct officers responded to a report of a carjacking near the intersection of Southwest 9th Avenue and Southwest Alder Street. Upon investigation, it was discovered that the suspect had forcefully taken the vehicle from its driver.

With the assistance of the car’s GPS device, law enforcement tracked its movements as it traversed through Multnomah County, Washington County, and back into Multnomah County, ultimately crossing into Columbia County. At a business just inside the Columbia County jurisdiction, the suspect engaged in a shooting incident. Following an unsuccessful second carjacking attempt, the suspect returned to the initial stolen vehicle and fled from the scene.

Upon reentering Multnomah County via Highway 30, officers observed the suspect’s vehicle swerving into oncoming traffic, reaching speeds of up to 80 mph. Employing various pursuit intervention techniques, including spike strips, the authorities were able to successfully halt the vehicle. The driver, identified as 28-year-old Buomkouth J. Chuol, was promptly taken into custody.
