According to the Jacksonville Beach Police, the incident unfolded at approximately 2:11 p.m. when officers responded to a reported theft at Ulta Beauty, located at 3928 3rd Street South. Prior to their arrival, officers received information about a suspicious vehicle parked in front of Staples, which was situated across the parking lot from Ulta.

Upon arriving at the scene, police officers discovered that the vehicle was occupied by Gilbert Simmons, a male individual suspected to be one of the culprits involved in the reported theft. As officers approached the area, they witnessed a second male, later identified as Joshua Hough, hastily exiting Staples with a cart full of stolen merchandise. Meanwhile, Simmons, who was the driver of the getaway vehicle, was taken into custody without incident. Hough, on the other hand, attempted to seek refuge in Home Depot but was successfully located and apprehended by the officers.

A subsequent investigation carried out by the Jacksonville Beach Police revealed that Hough had targeted five stores within Jacksonville Beach, including Rack Room Shoes, Books-A-Million, Ace Hardware, Ulta Beauty, and Staples. The stolen merchandise accumulated a total value of approximately $4,200.00.
