PHOENIX — Authorities have arrested Larry Stamper, a 77-year-old man residing in the Glendale area, for allegedly exposing himself inside a Phoenix Starbucks. This incident marks Stamper’s latest offense, adding to his extensive record of indecent exposure convictions.

The arrest of Stamper took place on Thursday after a woman positively identified him as the suspect who exposed his genitals to her at a Starbucks located near the intersection of 39th Avenue and Thunderbird Road.

Court records reveal that Stamper has faced similar charges on multiple occasions in the Valley, dating back to the late 1970s. He has been convicted of indecent exposure at least five times, raising concerns about public safety and the severity of his actions.

One notable conviction occurred in 2002 when Stamper exposed himself to a woman while sitting across from her at a local bookstore. This incident, along with others, highlights the persistence and brazenness of Stamper’s behavior.

Law enforcement officials have also noted that there have been other incidents where Stamper was identified as a suspect in alleged indecent exposure cases, but unfortunately, he was not apprehended at the time.
