The incident unfolded on Monday, November 13, just before 2 a.m. at the Thorton’s located in the 700 block of Stewarts Ferry Pike. Officers on duty observed a white Dodge Charger SRT in the parking lot with a temporary license plate that returned as “not on file,” prompting their suspicion.

According to an arrest report, as the officers approached the vehicle, they noticed that the Vehicle Identification Number (VIN) was concealed by a piece of paper. They requested the driver, identified as 40-year-old Rafi Shalizi, to uncover it. Initially hesitant, Shalizi complied after being informed by the officers that covering the VIN was illegal.

To their dismay, the officers discovered that the vehicle had been reported stolen after running the VIN. Shalizi, realizing the situation, quickly fled the parking lot, driving at a dangerously high speed.

The pursuit ensued through various roadways, with Shalizi narrowly avoiding colliding with another driver on Bell Road, according to an arrest report. Eventually, the chase came to a halt in the 2600 block of Smith Springs Road when officers successfully deployed spike strips, deflating the Charger’s tires.

Shalizi, attempting to evade capture, fled into the backyard of a nearby home but was swiftly apprehended by the pursuing officers. Inside the stolen vehicle, law enforcement found a semi-automatic handgun on the driver’s side floorboard, as well as another handgun in the trunk.

Further investigation revealed the presence of marijuana and a glass pipe with white residue inside the vehicle, as stated in an arrest affidavit.

During a subsequent police interview, Shalizi allegedly confessed to having possessed the stolen Dodge Charger for at least two months.

Consequently, Shalizi was taken into custody and now faces a total of 13 charges related to his criminal activities.
