Winnipeg, Nov 14, 2023 – A shocking incident took place in Winnipeg on Sunday when a 15-year-old boy was charged in the shooting death of a 20-year-old man from Brampton, Ontario. The tragic incident has raised concerns about youth crime and the need for early intervention and guidance for young individuals.

According to Winnipeg Police spokesperson Const. Jason Michalyshen, the age of the accused is a matter of concern for both the police and the entire community. Michalyshen emphasized the importance of guiding young people from an early age to prevent them from engaging in criminal activities. Unfortunately, cases of young individuals getting involved in violent acts are becoming more frequent, indicating a need for community understanding and action to address this issue.

The shooting incident occurred around 8:40 p.m. in the 500 block of Bannatyne Avenue. When the police arrived at the scene, they found a male youth who had sustained injuries but was in stable condition, as well as a man who was pronounced dead. The deceased has been identified as Pharrell Asare, a 20-year-old from Brampton.

The investigation is being conducted by the Homicide Unit, which has charged the 15-year-old boy with manslaughter, causing death by criminal negligence, firing a restricted or prohibited firearm with intent, and possession of a restricted firearm with ammunition. The accused has been detained in custody.

The police have not disclosed any information about a possible prior relationship between the suspect and the victims, nor have they mentioned why Asare was in Winnipeg at the time of the incident.

Youth crime has been a growing concern in Winnipeg. According to the Winnipeg Police’s 2022 Statistical Report, there was a 43.4% increase in youth crime in 2022 compared to the previous year, with 17% of all violent crimes committed by youths. This year alone, there have already been at least two dozen incidents of violent crimes involving individuals under the age of 18, some of whom are not even old enough to legally drive.

Const. Michalyshen highlighted that young individuals involved in violent crimes are often misled, impressionable, and lacking structure and guidance in their lives. He expressed the need for addressing these core issues to prevent youth from engaging in criminal activities and violent offenses.
