Delaware Man Arrested for Reckless Endangering After Vehicular Assault

The Delaware State Police have apprehended Moises Espinoza-Saldivar, a 40-year-old resident of Selbyville, Delaware, on charges of felony reckless endangering and other criminal offenses following a disturbing vehicular assault incident that took place on Saturday morning in Frankford.

At approximately 9:44 a.m. on November 11, 2023, troopers were dispatched to a residence located on the 35300 block of Cape Lane in Frankford after receiving a report of a man being struck by a white work van. Upon arrival at the scene, law enforcement officers swiftly took the driver of the van, identified as Moises Espinoza-Saldivar, into custody without any resistance. During the subsequent investigation, troopers discovered that Espinoza-Saldivar had confronted his ex-wife after witnessing her engage in conversation with construction workers outside her home. The argument escalated when Espinoza-Saldivar forcefully knocked a drink out of his ex-wife’s hands. In a fit of rage, he hastily returned to his van and recklessly accelerated towards the three construction workers who were standing near the deck. Despite their attempts to evade the oncoming vehicle, one of the workers was tragically struck and pinned against the deck.

The injured worker, aged 44, was promptly airlifted by Trooper 2 to a local trauma hospital due to the severity of his injuries. Fortunately, no other individuals sustained any harm during the incident. It is important to note that two children were present on the deck when the assault occurred, and two additional children rushed outside upon hearing the escalating argument. While taking Espinoza-Saldivar into custody, troopers detected signs of impairment and observed the smell of alcohol emanating from his breath. A subsequent search incident to arrest led to the discovery of a small bottle of whiskey in Espinoza-Saldivar’s jacket pocket.

Espinoza-Saldivar was subsequently transported to Troop 4, where he was formally charged with several crimes, including:

  • Possession of a Deadly Weapon During the Commission of a Felony (Felony)
  • Reckless Endangering First Degree (Felony) – 4 counts
  • Vehicular Assault Second Degree
  • Endangering the Welfare of a Child – 3 counts
  • Driving a Vehicle Under the Influence
  • Driving While Revoked
  • Offensive Touching

Following his arraignment at Justice of the Peace Court 3, Espinoza-Saldivar was remanded to the Sussex Correctional Institution after failing to post an $88,300 cash bond.
