Santa Monica, CA – An out-of-compliance sex offender and parolee at large was captured and arrested after he was spotted trying to get inside a home in Santa Monica, authorities announced Thursday.

The incident occurred on Wednesday at around 3:27 a.m. when officers from the Santa Monica Police Department responded to calls of a “prowler now” in the 200 block of 24th Street. The quick action of two off-duty law enforcement officers providing private security for the homeowner led to the capture of the suspect.

The suspect, identified as Charles Marcell Newman, a 46-year-old homeless individual, is currently under investigation for burglary and trespassing in Los Angeles. This is not the first time he has been seen near the same Santa Monica residence. In surveillance footage from September and October, Newman was caught trying doors, windows, and car-door handles. Detectives were able to identify him from the footage, leading to a warrant for his detention and questioning.

One of the off-duty officers spotted Newman and immediately called the police. By the time the authorities arrived, Newman was already being detained by the security officers in the driveway of the residence. The Santa Monica Police Department commended the vigilance and cooperation that led to Newman’s arrest.

Lt. Erika Aklufi stated that the victims’ privacy is being respected, and no identifying information about them will be released. She also added that there is no evidence to suggest that the family was targeted for political reasons or that Newman had any knowledge of the residents’ identity. However, his fixation on the residence and repeated attempts to enter it match his prior arrest patterns.

Newman has a history of criminal behavior, with previous arrests in 2012 and 2019 for burglary and resisting arrest, as well as parole and probation violations. He has served prison time for both incidents.

The Santa Monica Police Department is presenting the case to the Los Angeles County District Attorney’s Office, requesting charges of a completed burglary, multiple attempted burglaries, and violation of Newman’s sex offender registration.

Newman is currently being held without bail for his parole violation and is scheduled to appear in court on November 13.
