The incident took place on November 3, shortly after 5 a.m., when police received reports of a shooting at a Lowe’s parking lot in West Bountiful, located at 350 North 545 West. Upon arrival, authorities discovered the victim, identified as Zachary Todd Carson, who had been shot multiple times and was pronounced dead at the scene.
Police immediately began investigating the incident and located Jackson’s wife, who was in the process of getting divorced. She and her vehicle were taken to the Bountiful Police Department for further investigation. During questioning, she revealed that she had been separated from Jackson for about a year and that Carson, who was helping her with her divorce paperwork, was with her at the time of the incident.
According to the affidavit, the woman saw Jackson walking towards them from across the parking lot, leading to an argument between the three individuals. Jackson then pulled out a handgun and physically assaulted his wife, pushing her against her vehicle. Carson intervened and told Jackson not to mistreat her, which resulted in Jackson shooting Carson multiple times. The victim fell towards the driver’s seat of his car, while Jackson’s wife managed to flee the scene in her vehicle.
The wife also revealed to police that she suspected Jackson had placed a tracking device on her car. She noticed his truck parked in the parking lot before her arrival that morning, leading her to believe he had been monitoring her movements. She further explained that if Jackson had been tracking her phone, he would have gone to Carson’s address instead of waiting in the parking lot where her vehicle was located. Subsequently, a tracking device was indeed found on her car, confirming her suspicions.

After the shooting, Jackson fled the scene and authorities launched a search for him. Using his cellphone signal, police were able to locate him in the Moab area approximately four to five hours later. However, when they attempted to arrest him, Jackson barricaded himself inside his vehicle, leading to a standoff with law enforcement. The SWAT team was called in, and after using less-lethal chemical munitions and at least one less-lethal impact round, they were able to take Jackson into custody.
Following his arrest, Jackson was booked into the Davis County Jail on the aforementioned charges.
