Born on August 25, 1936, in Ludhiana, Punjab, Shri MS Gill Ji had an illustrious career that spanned several decades. He was a man of many talents, excelling in both academics and sports. He received his education from institutions like the Punjab University, Delhi University, and the University of California, Berkeley, where he pursued further studies in law and public administration.

He served as the Secretary-General of the Indian Hockey Federation from 1975 to 1981, making significant contributions to the growth and promotion of hockey in the country. He served as the Chief Election Commissioner of India from 1996 to 2001, where he played a vital role in ensuring free and fair elections.
