The victim, identified as Phillip Todd, was accompanied by a friend when they were approached and assaulted by the assailant, Glynn Neal. Neal, 42 years old, was apprehended and charged with assault with intent to kill in relation to the incident. Authorities initially believed the attack to be a random act of violence. The surveillance footage, which was shown during an initial court hearing last month, has now been made public. It shows Glynn Neal attacking Todd shortly after they exited a Mexican restaurant. Fortunately, Todd’s friend escaped unharmed. The incident took place on March 26 in Washington, D.C. While the motive behind the attack remains unclear, Todd sustained serious injuries including fractures to his skull. Neal was deemed mentally unfit to stand trial last month and is currently undergoing psychological evaluation while in custody. The surveillance footage captures the moment when Todd and his friend were walking down the street and were suddenly attacked by a hooded assailant. The attacker knocked Todd to the ground, but his friend Christopher Barnard intervened and pushed the assailant away. Todd suffered stab wounds to his ear, head, and torso. In a statement, Todd’s parents expressed their gratitude for his friend’s intervention, stating that he had prevented the wounds from being fatal. Prior to the attack, Glynn Neal had been released from prison just one day earlier.
