MINNEAPOLIS — The Minnesota Bureau of Criminal Apprehension (BCA) is currently conducting an investigation into a deadly State Patrol shooting that occurred early Monday on Interstate 94 in North Minneapolis. Hennepin County Attorney Mary Moriarty has assured the public that her office will make a charging decision in relation to the incident “as quickly as possible.” Moriarty expressed her condolences to the family of Ricky Thomas Cobb II, a 33-year-old resident of Plymouth who was shot and killed during a traffic stop.

The BCA’s preliminary findings indicate that a trooper pulled over a Ford Fusion without taillights on I-94 near Lowry Avenue. During the traffic stop, it was discovered that Cobb was wanted in Ramsey County for a felony-level violation. Troopers attempted to arrest Cobb, who refused to exit the vehicle. When they tried to physically remove him, Cobb drove away, leading to a trooper shooting him “during the course of this incident.” Cobb received emergency treatment but succumbed to his injuries at the scene.
The classification of Cobb’s death as a homicide by the Hennepin County Medical Examiner does not determine culpability or intent. The Medical Examiner’s role is to provide vital statistics and public health information, separate from any prosecutorial or law enforcement authority.
The State Patrol has placed three troopers involved in the traffic stop on administrative leave, and the BCA has been entrusted with investigating the shooting.
