The chase crossed from Nebraska into Iowa, with Briggs reaching speeds of over 100 mph. The pursuit came to an end in Council Bluffs when an officer used a PIT maneuver to stop Briggs’ vehicle.

During the confrontation, Briggs pointed a sawed-off shotgun at police, leading Lt. Martin Stiles and Lt. Chad Geer to fire their weapons, resulting in the death of Briggs. The case was referred for an independent investigation to determine if criminal charges were necessary. Wilber’s office reviewed thousands of photographs and videos, including helicopter footage, body cam video, and police cruiser video.

According to Wilber, Geer saw Briggs pointing the shotgun directly at him and fired his 9mm handgun, emptying the entire clip of 17 rounds. Stiles, who had a 223-caliber rifle, fired six rounds. Briggs sustained gunshot wounds to his hand, leg, and head before dropping the shotgun and ceasing movement.

Wilber stated that the evidence, including the photos, videos, and physical evidence, was consistent with the officer interviews. The officers’ actions were deemed justified as they had a reasonable belief that deadly force was necessary when Briggs raised and pointed the shotgun at them.

In addition to being a murder suspect, Briggs was also involved in assaulting a woman, shooting at another man, and a carjacking that led to the high-speed chase. The crime spree began at Briggs’ ex-girlfriend’s house, where a domestic assault was reported. The woman had recently filed for a protection order.
