The body-worn camera footage released by the Attorney General’s Office’s Office of Special Investigation has shed light on the shooting incident involving 37-year-old Jerrel Garris. The incident occurred on July 3 in New Rochelle, New York.

According to authorities, the incident began when a grocery store reported a theft and provided a description of the suspect. Officers located Garris, who matched the description, and confronted him on Lincoln Avenue near North Avenue. During the confrontation, Garris allegedly attempted to grab an officer’s gun from its holster, leading Detective Steven Conn to shoot him with one round from his department-issued firearm.

Garris was transported to Westchester Medical Center but succumbed to his injuries on July 10. The released footage shows the entire shooting, providing a clearer picture of the events that transpired. Previously released footage from the New Rochelle Police Department had cut off right before the shooting occurred.

The Office of Special Investigation released the videos in accordance with Attorney General Letitia James’ directive to increase trust and transparency by making camera footage obtained during OSI investigations publicly available.

The incident remains under investigation by the OSI, which investigates cases where a police officer may have caused the death of a person. The release of the footage does not express an opinion on the guilt or innocence of any party involved.
